| Our constitution The Bicycle Transportation Alliance is a cycling advocacy group based in Perth, Western Australia. (Please note that there is another group with the same name based in Portland, Oregon, USA.)
The Bicycle Transportation Alliance is an incorporated non-profit organisation formed in late 1993. We are a community group run by cyclists who volunteer their time.
Our aim, as stated in the "Rules of Association" is:
- To protect and enhance the environment by advocating the increased use of bicycles for personal transport and recreation in lieu of motorised vehicles given the advantages of bicycles in terms of:
reduced air pollution,
- increased energy efficiency,
- lower noise emissions,
- reduced land requirements, and
- ecological sustainability.
The Rules of Association further say that:
This object may be achieved by:
- bringing about a greater awareness on the part of the wider community and at all levels of Government of the value of cycling,
- encouraging people to use bicycles more,
- promoting the environmental benefits of cycling,
- promoting the health benefits of cycling,
- promoting the economic benefits of cycling,
- promoting safer cycling, for example through improved standards of education and behaviour for all road users, or improved road designs which take into account cyclists' needs,
- lobbying for better facilities for cyclists, with an emphasis on providing maximum effectiveness within available funding,
- lobbying for funding for cycling-related projects,
- providing technical advice on cycling-related issues to Government and private organisations, or
- other appropriate means.
To raise awareness of cycling issues, we publish a newsletter called 'Cycling in the West' every two months which we distribute in paper form (3000 copies) to members, bicycle shops and to decision makers in the community. Cycling in the West is also available on the BTA Web Site.
Cycling in the West also includes a WA Rides Calendar which lists all bike rides organised by cycling clubs which are affiliated with the Bicycle Transportation Alliance.
The Bicycle Transportation Alliance itself has around 500 members and, together with the affiliated cycling clubs, we represent well over 1500 cyclists in Western Australia. BTA members receive many benefits in addition to the better cycling facilities resulting from the BTA's advocacy work.
The BTA is an incorporated non-profit organisation and is managed by a board consisting of at least 8 members. The board is elected at the Annual General Meeting which is held in February or March each year.
The BTA is a member of the Bicycle Federation of Australia (BFA), the national bicycle advocacy body. Through state cycling groups similar to the BTA, the BFA represents over 20,000 cyclists across Australia. The BFA publishes Australian Cyclist - the National Cycling Magazine which covers all aspects of cycling. BTA members automatically receive Australian Cyclist as part of the membership package.
The Bicycle Transportation Alliance actively supports a number of Bicycle User Groups (BUGs) which work at a local level (usually in a local council area) to improve bicycle facilities. Each BUG usually meets monthly so that the BUG members can plan their local advocacy projects.
The BTA represents cyclists' interests on a number of committees and working groups at various levels of Government. These include:
• The Western Australian Cycling Committee (Administered by the Department for Planning and Infrastructure)
• The Vulnerable Road Users Task force (Chaired by Main Roads W.A.)
• Road Users' Consultative Committee (Chaired by RAC)
BTA representatives can raise issues on behalf of other cycling organisations and individual cyclists at these forums.
The BTA often works closely with the bicycle planning unit within the W.A. (State) Department for Planning and Infrastructure. The Department works on cycling issues and an annual budget of several million dollars. The Department provides support for some BTA activities.
