Main Roads is working on ways to improve cycle path maintenance issues and I've volunteered to try and set up a hot spot reporting system.
In essence, the majority of fault reports we receive concern debris such as broken glass and sand
I am requesting that you forward to me the location details of regular hot spots for broken glass and sand. In particular, I'd appreciate Bruce and Phil letting members of their respective cycling groups know that we need their intelligence gathering assistance to let us know where these hot spots are. Where these locations are a Main Roads responsibility we will implement a maintenance program for our contractors to clean up these areas before cyclists are affected by them.
For example, where it's known that weekend behaviour leads to broken glass on a particular area of path we want the area inspected and cleaned up as soon as possible, rather than waiting for the first fault report to come in on a Monday morning. While this is still a reactive process Main Roads isn't in a position to prevent the glass being broken on the path in the first place. We can, however, endeavour to prevent path users being affected by the problem.

a. Broken glass on path. This occurs primarily (but not only) during the weekend
1. PSP section between Stirling Street and the Showground station - (isolated area)- (after-hours Club Bayview patrons??)
2. PSP section between Hay Street underpass (Subiaco) and Sutherland Street railway bridge (West Perth) - (isolated area)
3. PSP on and near the shared path bridge at Milligan Street (Perth) - (after-hours night club patrons??)
4. PSP in the vicinity of McIver station (Perth) - (??)
5. PSP on and near the Claisebrook station bridge ramps complex - (isolated area)
6. PSP on and in the vicinity of the Windan and Goongoongup bridges (east Perth) - (isolated / fishermen)
7. PSP and eastern side of the Narrows Bridge (discarded fishing hooks also sporadically reported) - (isolated / fishermen)
8. Shared paths and underpasses of the Kwinana and Mitchell Freeway interchanges (Perth - West Perth / Leederville) - (fishermen and isolated areas)
9. PSP section between the Narrows and Mount Henry (east abutment area) bridges (especially on bridges and near flyover bridge landing areas - (isolated / fishermen)
10. Canning bridge paths - (discarded fishing hooks also sporadically reported) - (fishermen and near-by liquor outlets)- not very frequent now due to absence of the Raffles Hotel
11. PSP and approaches at Vincent Street (Leederville) - (near-by liquor outlets)
12. PSP and approaches at Powis Street (Glendalough) - (isolated)
b. Sand on path. This occurs primarily (but not only) after rainfall / sprinkler action, in exposed / windy locations, and in the vicinity of schools where people take short-cuts through the embankments
1. PSP underpass at Hay Street (Subiaco)
2. PSP at Haydn Bunton underpass (Subiaco)
3. PSP at the West Leederville and City West stations
3. PSP at the Loftus St / Thomas Street underpass (West Perth)
4. PSP and approaches to the Windan and Goongoongup bridges
5. PSP section between the Narrows and Mount Henry bridges
6. PSP and approaches to Vincent and Powis Streets.
c. Note
1. The broken glass problem is NOT dependent on season and weather conditions
2. The broken glass problem is exacerbated by the presence of overhead bridges / roadways and in the absence of effective passive supervision
4. Wind action can both exacerbate and minimise the sand on path problem
5. All riverside paths are subject to wave deposited debris. This is a major problem as the wet sand is not readily shifted by wind and / or broom action
6. Although necessary, the presence of cut-off swales and retaining walls at the bottom of embankments can be inefficient in preventing debris deposition on paths if swale clearing and retaining wall freeboard maintenance is NOT regularly and effectively carried out
